PDA defines a disaster as an extraordinary event that causes destruction to people, property and structures to such an extent that it exceeds the capacity of the affected community to cope with the situation relying solely on its own resources. It requires external action which is immediate, appropriate, and limited in time, and which will enable the affected community to cope with the emergency and begin to return to normal life.
